The main focus of this meeting was to provide technical guidance to inform updates in EPP and Spectrum, the core tools supported by UNAIDS and used by countries to generate national HIV estimates and related indicators. The recommendations generated at this meeting aim to inform the final set of tools used by countries at the UNAIDS estimation workshops in early 2015. Key topics considered at this meeting included the representativeness of ANC trends over time incorparating the population-level effect of ART (including ART coverage at the population level and ART coverage in ANC) and new methods to address these issues. Methods for generating sub-national estimates were reviewed including those already available within Spectrum and novel methods which include hierarchical and geostatistical approaches.
